According to reports, the 2006 U.S. birth rate rose 3 percent among teens, ages 15 to 19, the first such increase since 1991. Reactions have ranged from surprise among researchers to blame toward the Bush administration’s abstinence-only educational program, on which $176 million is spent annually. Birth rates are determined based on data regarding contraception, abortion, and other related factors.
