About one of every 50 babies born in the United States have been neglected or abused, and about a third of those infants were a week old or less when the maltreatment took place. The government says more than 91,000 infants were victimized between Oct. 1, 2005, and Sept. 30, 2006. About 70 percent of these children were neglected, which includes things like abandonment and newborn drug addiction—“not things like parents learning how to be parents,” according to Rebecca Leeb of the Centers for Disease Control and Prevention.
